Bug Description

I don't have the permission to set the status of the merge proposal [1] to "Rejected" although I am core-dev and have the right to upload the php5 package. I can only set the status to "Work in progress", "Needs review", and "Merged".

This probably depends on Branch.isPersonTrustedReviewer, which doesn't consider upload rights to grant review privs.
