Bug Description

The recipe daily build "Build now" link (+request-daily-build) should be available even if is_stale == False - to allow users to retry a failed recipe build after fixing it by means such as editing the recipe text.

Alternatively, editing the recipe could change stale to True.

It could, however if it did it would reinstate a problem that allowing manual requests of daily builds solved: I would then be unable to make a change such as dropping a temporary fix branch from a recipe after it had been merged to the trunk, without causing the recipe to be flagged as stale, and potentially causing a "Failed to upload" daily build because the version would clash with the previous build.

We should probably handle that case more gracefully anyway.
