Bug Description
These are only needed when someone edits bug tags, and loading them in advance makes every other bug viewing operation slower. We should only load them when someone started editing tags - and do that in the background, kicking autocomplete off as soon as they are loaded. Doing them in a separate request should also permit that resource to be marked cachable, so that the second time someone edits a bugtag they get complete instantly from their browser cache. (This doesn't let us make the first time slow - but its a nice bonus)
