Bug Description
Launchpad could automatically deactivate projects and send the final email about why:
* Proprietary projects without a commercial subscription that are older than 2 weeks old.
* Proprietary projects without expired commercial subscriptions.
* Reviewed, but unapproved projects that are older than 2 weeks old.
* unmaintained stub/test projects that were created as test environment or abandoned with few lines of useless code.
