Support jsbuild's JSFLAGS filetype raw for YUI deps

Bug Description

The JSFLAGS='--filetype=raw' option for make's jsbuild doesn't work for YUI deps. It only works for our lp js code. The build scripts should be updated to make sure this works with YUI's code as well. Once we have a proper combo loader this bug is also not needed, since you can pass flags to the loader to get the files you need.
