recipe builds send too much email

Bug Description

Each recipe build currently triggers an email, both source and package
builds.

This means that for an arch-specific package that's build for e.g.
karmic, lucid, maverick and natty I get 4 emails for the source package
recipe builds and then something like ten for the resulting binary
builds.

There are about 15 recipes in the bzr PPA, and so this results in a lot
of email.

It would be nice if a summary could be sent for a particular build that
was kicked off.

I am marking this high since there is another feature in progress to reduce mail. I do not think we want to introduce another source of unwanted email.

The problem is that the recipe build uploads are not conforming to the existing email rules. There's a very specific set of rules that source uploads have and when we start doing recipe builds for Ubuntu, they must persist. However, sending emails for each recipe build itself seems to be wrong, and should probably stop - the only occasion you should get an email from those is if they fail, in the same way that binary package build notification emails work.
