linkification of bugs in upstream comments shouldn't point to lp bugs

Bug Description

bug 711322 has an upstream comment indicating that the upstream bug is a duplicate of another. The "bug 85867" part became a hyperlink to a Launchpad bug which is wrong. The hyperlink in the comment should either point to the upstream bug tracker and bug number or not be a link at all.

I am sure this is a duplicate, but for the life of me I cannot find the other instance.
