Bug Description

As seen in https://answers.launchpad.net/ubuntu/+question/139650, a user was able to put a question in an OPEN state while still having an answer and answerer. From inspection, it is evident that the user used the web ui to mark the bug confirmed (via a link provided to the user in email) and then replied via email to say thanks.

The collision appears to be the confirmation providing an answer and answerer to the question, and the email reopening the question BEFORE the web ui process finished and marked the question SOLVED, at which point the email would have been treated as just another comment.

The hypothesis doesn't fly: changes to the question row would error in that scenario. So this is a more regular bug, I guarantee it :)
