bzr-history-db is not deployed in Launchpad's loggerhead

Bug Description

bzr's history-db plugin[1] gives a nice speedup[2] to loggerhead. It's not currently deployed on Launchpad, but it should be. To do this we need to:

 * consider and decide on cache databases configuration
 * merge the history-db branch into the launchpad branch
 * check they work correctly across multiple branches/users
 * try very hard to break it

The loggerhead integration for this is not optional: its a one-time migration so its all-in once merged into the Launchpad QA pipeline.

We probably don't have the dev bandwidth to enable this at the moment, but if someone wanted to step and walk through it, we could assist with deployment considerations etc.
