Closed Teams Should Be Able To Choose To Allow Open Sub-Teams

Bug Description

As a result of https://bugs.launchpad.net/launchpad/+bug/662844 and https://bugs.launchpad.net/launchpad/+bug/697346 , if a team is closed, no sub-team may be open. This has caused a few annoyances with teams that I am on. Here is one example:

The ~ubuntu-chicago team should ideally be an open team that anyone can join. However, the team is a sub-team of a couple of closed teams (~locoteams, ~ubuntu-us, and ~locoteams-approved). These closed parent teams exist for organization purposes. For example, ~locoteams-approved is designed to hold only Launchpad teams representing Ubuntu LoCo Teams approved by the LoCo Council. Only the direct team memberships really have any significance. The fact that I am a member via ~ubuntu-chicago is irrelevant for all practical purposes in the community.

It would be useful if the parent teams had the option (setting) to allow sub-teams to remain open even when the parent team is closed. The setting could default to denying such behavior.
