Bug Description

In bug 590014, comment #1 and #2 are shown in the ICT time-zone, yet the activity summary boxes are shown in BST (my chosen time-zone). All dates and times should be shown in my chosen time-zone.

This could be related to some comment+activity batching work I did just before Christmas.

This is memcache - it caches the representation and we don't put user or tz as a key for it.

The root cause was recently fixed by Robert, but there is test cruft that can be removed since we do not need workarounds for memcache.
