feed links necessary to replace autodiscovery

Bug Description

Chrome and Firefox 4 do not display the familiar orange feed link in the toolbar for Atom/RSS feeds listed in the page. Launchpad currently only embeds a feed link in the page for announcements. This will need to be done for the rest of the feeds so that users can find them.

Here is an explanation of why feed autodiscovery is going away.

Bumping to high: feeds are a supported feature, this is effectively a regression in their discoverability (even though we're not the ones making the regression).

I think this is a dupe of a much older bug saying that feeds ought to
be described in the page, for better discoverability and description.

In fixing this, please bear in mind that in 2011, just having a link to the rss resource is not going to give most users a good experience. (This is one reason for the removal of the browser feature and it would be silly to essentially regress it.) We probably want something that makes the feed URL available to those who have desktop readers, but also that sends other people into a web-based reader/aggregator.
