distributions have no +configure-bugtracker link

Bug Description

Projects have a +configure-bugtracker url where one can set the bug reporting guidelines and acknowledgement for the project along with bug expiry and duplicate finding. However, there is no such link for distributions. It'd be useful if the bug supervisor were able to go to such a url and modify the settings regarding bug tracking. That page currently also contains information about who the bug supervisor is and those should not modifiable.

Distributions do not have the same set of features as projects, so a separate implementation is required.

It's my understanding that this bug means that the QA team is relying on membership in ubuntu-drivers to have permissions to make this change. We would like to remove the QA team from ubuntu-drivers, but cannot do so until this bug is fixed.

Please follow up in bug 174375 when we can proceed.

Please disregard comment 2. We have clarified in today's TB meeting that the blocker for the QA team is simply:

 (1) fixing bug 451390
 (2) setting ubuntu-release as the RM for Ubuntu series once (1) is done
 (3) adding the QA team to ubuntu-release
