New template does not get all languages from sharing templates

Bug Description

The method POTemplateSubSet._copyPOFilesFromSharingTemplates stops at the first template it finds and only uses those languages. But the number of languages may be different in each series for historic reasons, so this search needs to be more comprehensive to find all languages that we have translations for.
