Bug Description

An example is {{{<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">}}} that is in a metal section so it can be replaced--that's where I encountered it.

The work-around: {{{<tal:doctype tal:replace="structure string:&lt;!DOCTYPE html PUBLIC &quot;-//W3C//DTD XHTML 1.0 Transitional//EN&quot; &quot;http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd&quot;&gt;" />}}}
