Bug Description
A surprise that I and others have encountered is that merge proposals from production will not render on staging or qastaging. This is because the staging and qastaging librarians cannot share private files with the upstream librarian, and the diff that the MP needs is considered a private file.
The workaround for merge proposals on staging/qastaging is to make a branch on staging or qastaging with one of the projects that we keep on staging/qastaging (bzr and launchpad are among them, I think), and then make a merge proposal based on that staging/qastaging branch.
That said, it would be nice if the librarian could get private files from upstream to reduce developer surprise and wasted time.
