Bug Description
When a package is FTBFS at the end of a cycle, it enters the new cycle in this state - no binaries copied.
A retry of such a failed build is not allowed, once the previous cycle is frozen.
It would be helpful if LP offered the 'retry build' button on such packages, but would be smart and automatically do it for the current cycle.
This obviously affects only packages which still are at the version of the previous cycle.

Forgot to add: this would alleviate the need for 'no-change uploads' which carry no info and build on all archs. Also it is much simpler to do for a user than an upload :)
