Bug Description
In July 2010 there was agreement that projects should be permitted to specify the url to a forum (http|https) or mailing list (mailto) when choosing the external support option. There was discussion if that field should always be available so that users could choose the kind of service they want to use, and permit different communities to choose services.
The UI was changed to allow project owners to choose external support. A schema change is need to allow the user to specify the location of support. It is not clear if we want a single URL field a forum or list, or two fields.

Single URL will do; its equivalent to what we have for code etc really.
