Bug Description
We've had the code for DebBugs comment imports for a while now, but
we've yet to turn it on. We should either flip the sync_debbugs_
bit in the production configs or switch it out for a feature flag to
make it easier to turn off again if we find ourselves sipping from the
firehose. It may even be worth trying a batched approach, as we have
done for the expiration of bugs.

While I loath the idea of marking a bug which is about inventory as low, we're not working on this at the moment. If someone wants to do it, we'd be delighted to coordinate with them.
Probable steps: a small patch to feature-flag this facility (or to make per-bugtracker comment imports controllable through the UI); then turn it on; then do the communication with our users and find out how it goes.
