Upgrade to Twisted 10.2

Twisted 10.2 has been released, has a bunch of improvements and almost certainly removes the need for at least one monkey-patch / workaround. We should use it.

There's one somewhere to change the timeout for tcp connections when
making xmlrpc requests. Sorry, I can't recall where it is or whether
there are any other changes.

You can find it with something like: bzr grep 'from twisted.*xmlrpc'

For reference, I believe Jono is pointing at lib/lp/services/twistedsupport/xmlrpc.py. See the fix_bug_2518 function. It's apparently only needed for tests.
