Long subscriber lists make bug attachments hard to find

Bug Description
Bugs in any 'Ubuntu' package often have a very long 'Also Notified' list , and if the bug existed for a while the subscriber's list is also very long.
ex: Bug #24061
To get to the bug's Attachments or Remote watches, we have to scroll to Page *5* to even know whether or not the bug has any other extra info.
Would it not be better to place those items higher up in the sidebar?
The user's subscription is the first item listed in the subscriber's section, and even if the bug attachments got very very long[rare], it would be easier to access it.
I'm pretty sure i haven't seen 3pages of bug attachments/remote watches. (Even if such a bug exists, what are the probabilities?)

Moving the attachment list up is one fix for this. We could also collapse subscribers list by default or remove them. There are likely other changes to UI that could make this better.
