Bug Description

There needs to be a list of most-recently-reported bugs for a particular Project.

This is required for Launchpad 1.0.

IProject implements IBugTarget, so the existing "+portlet-latestbugs" should work. For example:

    https://launchpad.net/projects/launchpad-project/+portlet-latestbugs

So this should just be a matter of updating the project page template to use the portlet.
