The default text on <https:/
One is that Launchpad has a feature by which projects can display some per-project text on that page, but it's only shown after the dupe search has been done.
If the page is filled with a dupe list, then a subject box, then a text box, it's easy for the advice to be completely off screen until the user has finished entering their bug. At that point some may decide to proceed with filing anyhow; others may have to start over again.
This also means the project can't give advice as to what kind of summary is likely to find the right dupes.
Finally, (what may be a separate bug): the only body text on this page when it first appears is "Please describe the bug in a few words, for example, "weather applet crashes on logout"". This is a good example of an Ubuntu bug and not possibly a Launchpad bug, so it reconfirms the incorrect impression this is the right place for Ubuntu bugs.

Thanks for the bug report, Martin. It's a good summation of the problem. Assuming we can agree on the fix -- i.e. where to put the text and how to display it -- the fix is pretty easy. Just moving bits around in a template.
