Specification page doesn't show who approved/declined it for meetings or when

Bug Description

A specification page lists the meetings that the specification has been proposed for. For each of these, it displays whether the specification has been approved, declined, or not decided on yet as an agenda item.

Unfortunately, it does not display the person who made that decision, or when the decision was made. This information is important if asking for a specification to be reconsidered after revising the summary.

That is inadequate because unless you are either the meeting registrant or one of the people involved in the specification, you can't tell that that page exists.
