Bug Description
Maybe I'm misunderstanding this, but it appears there is no one assigned to monitor bulez bugs. I opened bug #669271 and accidently assigned it to aptdaemon. I switched it to bluez-utils:

Now I see it says:

Also notified:Registry Administrators
...nothing about notifying any bluetooth devs.

Where did I get off-track here?
I think you have discovered a bug in Launchpad. You should have been informed that bluez-utils bugs are not tracked in Launchpad, and prompted to report the bug in a distro package and/or create a bug watch to a bug in the external bug tracker.
No one is watching that project and seeing that the bugs are forwarded upstream. The Ubuntu package derived from the project is watched by the Ubuntu community.
