support linux-any and similar expansions in Packages-arch-specific

Bug Description

Debian has started using things like this in Packages-arch-specific:

  %gnome-mount: !linux-any

This particular example isn't a problem for us, because we've already removed gnome-mount from our archive. However, it might matter in the future. Could you please add support for this to our Packages-arch-specific code? Thanks.
