Please provide a way to limit the results from getBuildRecords by date

If you want to deal with build records incrementally it currently requires getting
all the build records for an archive, which is hugely inefficient.

I would like something like created_since_date to be able to limit the builds by
date, so that you can work only on those that you haven't seen before.

It would be even better if you could do things such as limiting based on the
date that the build completed, rather than just when it was created.

Just confirmed with James on IRC that this is the getBuildRecords rest API call.
