Bug Description
Look at these two pages:

The "gedit" page has a nice big upstream link, because it's linked. The "wsjt" page has some text saying that no link exists. To a user familiar with linked packages, it looks like there's no way of making the link. You have to look a little lower to see the "Set upstream link" link.
When there is no existing upstream link, there should be something very big in the area where the upstream link should be, with a link to create the upstream link. Imagine a big empty box with a dotted line and a link in the middle.

I think I would like to see the suggest upstream project form from the current series package. Show me the proposed projects, allow me to choose one or locate another to link the current series.
