home-page-staging-help needs better account management info

It's not clear where exactly one should create an account for staging, or how account information is synced between lpnet and staging. https://login.staging.launchpad.net/+new_account exists, but isn't referenced, and it's not clear when and if it should be used

User should not create accounts. Launchpad does not support registration, login, or passwords. Users use SSO which does that. login.launchpad,net né login.ubuntu.com provides that. login.staging.launchpad.net is ISD's staging server for SSO. Its data is stale. New Lp users will have a separate identity on staging until the production SSO data is synced, which happens every few weeks.

Gary, I agree that users shouldn't create accounts, but we have incorrect help already; surely we need to fix that?
