Bug Description

At the +configure-bugtracker url for projects it is possible to enable bug expiration, bug reporting guidelines and bug reported acknowledgement. All of these are things that make sense for the bug supervisor of the project to be able to configure.

owners can still change these things on qastaging, so ok to deploy; I don't know if the change to let supervisors do so or not worked.

It worked. I had rockstar add me to the tarmac team on qa-staging and could change the things listed at the description but not bug supervisor or security contact.
