Bug Description
The dependency chart for a specification uses, for each specification, code like this:

This is a good use of the title= attribute. Unfortunately, the alt="" means the chart is difficult to understand in some text-only browsers. lynx does a decent job, but elinks presents a list of raw URLs.
The chart uses the abbreviated names only to save space, which isn't an issue with text-only rendering. So in this case, the alt= attribute should be set to the full title of the spec, just like the title= attribute is.
