Bug Description

evidenced by leaked test config dirs:

  configs/testrunner-appserver_22825/
  configs/testrunner-appserver_22976/
  configs/testrunner-appserver_23463/
  configs/testrunner_22825/
  configs/testrunner_22976/
  configs/testrunner_23463/

Not sure why yet - should be easy (but tedious) to track down: run in parallel full run, bisect tests, repeat

This creates headaches when process numbers collide on subsequent runs.

This may also affect lxc hosted runs by virtue of leaking resources in a single run

(AFAIK) This does not affect the paralleltest project because these are confined to the ephemeral file system, and therefore not shared within or across test runs.
