Meeting specifications page omits whether they have been accepted

Bug Description

A page like <https://features.launchpad.net/sprints/uds-mtv> gives a list of specifications. But it does not explain whether these are the specifications that have been accepted for discussion at the meeting, or whether it includes those that have been proposed but not decided on.

If the list contains only specifications accepted for discussion, there should be a link to a page containing those that haven't been decided on yet. And if the list includes all proposed specifications, the table should show which of them have been accepted for discussion.

in that same page, if you have the proper permission there's a link to +settopics in the LHS top portlet.

there's another link to +settopics: "There are 44 specifications _proposed_ which..." "proposed" is linkified if you have the right permission.

I don't have permission to see either of those links. Nor should I need to -- I just want to see their approval statuses, not change them.

There's a "Declined Topics" list in the top left corner, which could imply that the default list is of accepted topics rather than declined ones. But if you're familiar with looking at a person's specification page, where the default view is of all related specifications and the top left links are subsets, you would naturally assume this list works the same way.

This is still a problem for UDS-Intrepid. It starts next week, but no specs are visible on the site, so we don't know what other people are thinking of, or what to prepare for, or which wiki items to comment on, or what to lobby for:
