Bug Description

When initialising a new Ubuntu release, either we accept that we don't have any custom uploads in the new series until the corresponding packages are reuploaded (which is sort of OK, but means that tools like debmirror complain because they expect installer images to be present), or we copy them all over to the new series by hand. It would be nice if the tools to initialise a new series did this automatically.

(This is similar to bug 659765; depending on where it's implemented, it might be a duplicate, but I can't judge that for certain as PackageCopier isn't part of the system to initialise new series.)

It's not the same problem, but similar. We need to make the "careful" publisher mode re-publish custom files, I think.

Steve, this is going to be important for the derived distros work. It would be nice to come up with a solution for the "having to use careful mode" at the same time.
