Bug Description

As part of the Ubuntu NewReleaseCycleProcess (see https://wiki.ubuntu.com/NewReleaseCycleProcess), the Launchpad team has to run a script to create new branches for the new release of the distribution. Actually, a LOSA has to run the script.

This should not be a manual step, it should be an automatic part of the process of opening up a new series for development.

I removed branch-distro in r18583 due to disuse, so we won't be fixing this.
