initialise-from-parent refuses if there are NEW queue entries for partner

Bug Description

lp_publish@cocoplum:~$ initialise-from-parent.py -a amd64,armel,i386,powerpc natty 2>&1 | tee /srv/launchpad.net/production-logs/lp_publish/initialise-natty.log
2010-10-11 10:48:54 ERROR Parent series queues are not empty.

The queue entries it's complaining about are two NEW queue entries for partner. Since partner isn't inherited by newly initialised series these days, initialise-from-parent should disregard queue entries targeted at it.

We're probably ditching partner in favour of a commercial PPA RSN so this may become moot.
