Bug Description
Seb Bacher wants to ignore bugs that have an upstream task open (i.e. not "Fix Committed"/"Fix Released") in bug searches.
Distro bugs with upstream tasks open are usually bugs that the distro team are waiting for upstream to fix before it can be fixed in Ubuntu.
