Change owner when deactivating projects

Bug Description

I'm not 100% sure about this one, but I've just gone through a bunch of projects that I own and deactivated them, since they are no longer interesting to anyone, including me.

For all of these projects, I no longer want to be the maintainer or even associated with them. To make that happen I've had to go to a separate form and select "I do not want to maintain this project". It's nice that I'm able to do this, but perhaps this should happen automatically when I deactivate the project.

This corresponds with the practice of deactivating ~registry owned project that have no value to a community.
