E-Mail interface too strict with importance/severity command; misleading response email

Bug Description

The application parsing commands from the email is too strict; even if
severity isn't the right word it shouldn't fail if the following value
is the right one. Keep in mind that Severity is used in Debian BTS so it
just confuses people for no reason.
 Send an email with an explanation if you must but a) accept the
severity command and b) for god's sake, don't entitle it "Submit Request
Failure" when in fact the bug is processed and added (just without the
Importance being set).
