non-soyuz distro has contradictory involvement portlet

https://launchpad.net/baltix is not built by soyuz. it does not have packages and thus cannot be translated in Launchpad. The project claims to be translated. Following the link in the involvement portlet or app menu, I am taken to an error page. I do not think the distro should have been able to enable translations--launchpad should not link to pages it knows will error (as indicated by the page title).

Per discussion, this is work translations will be doing later, and isn't really part of bridging-the-gap.
