Cannot configure translations from translations front page

Bug Description

https://translations.edge.launchpad.net/gdp does not have an action menu that allows me configure how gdp uses translations.
The import queue might also be a link in an action menu follow the examples used by distros and distroseries

Permissions may also be better placed in an action menu, and included in the configure translations page.

Note that this is partially a duplicate of bug 516317.

As for "permissions", it contains more information that is generally useful and is not suitable for the action menu. The "change permissions" link is handled by bug 516317.

FWIW, the goal of the page design was to get rid of the "action menus". When have we decided that they are the way to go for any pages?
