Translations configuration needs clearer distinction between various "enabled" options

Bug Description
Per a discussion with jtv and sinzui, the translations pages for series (and product and distribution) need to have a single clearer configuration page. Right now there are permissions, file set up, i18n setup, and translations_usage setup, which interact in unclear ways.
Additionally, the interactions lead to a degree of independence for the series vs product or distro, which needs to be resolved as part of the configuration step.

This is supposed to be part of cleaning up UI for translation imports configuration after we are done with the current translations.
