Support deriving a distroseries via the API

Bug Description

There should be an API call that system integrators can call to derive a distroseries into another, creating it if necessary, and adding a job to populate the new distroseries.

There have been multiple landings for the same bug - its been correctly bounced back to needs testing by the bot.

Ok to deploy - other soyuz APIs are working on qastaging, so this doesn't break anything. (It might not work, but thats a different question :))

Not necessarily. Steve might have marked it qa-ok based on dogfood testing.
Like I've said elsewhere, I've requested a way of marking this to stop the bot
undoing the work.

We'll probably need a special tag for that - for the main use case resetting is appropriate.

I am of the opinion that this is needstesting, but Rob would much prefer to rollout stuff to production which might be broken, but doesn't impact on other stuff. I am at a little bit of loss to QA this on qastaging this week, but I can update dogfood and QA it there. Maybe it will even work.
