Bug Description
There is a conflict between launchpad.Edit (owner and admins) and launchpad.Moderate (registry experts and admins) for IPerson. The 'name' attribute is one that needs to be settable by all three groups.
Bug 633926 exposed the problem. The solution is sub-optimal. See the discussion in the MP for the referenced bug.
