Bug Description
For my projects, I keep on a wiki a list of people who have contributed to give credit to them. Instead of publishing their e-mails, I prefer to put a link to their Launchpad pages. There's however a problem: if one of them change his own Launchpad name, his URLs will change too. I would like to have permalinks based on fixed IDs to prevent this issue.

This is the reason we prefer user to no change their ids. In general, users do not care who they inconvenience.
