Bug Description

When you want to link to an upstream bug report, but the upstream bug tracker is not recognized, Launchpad currently prevents you from creating a bug watch at all.

Instead, upon detecting an unrecognised bug tracker, Launchpad should change the selected option on the +choose-affected-product form to "Just mark this bug as upstream; I don't have any way to link it at the moment" so that the user can register the watch without being blocked by Launchpad not understanding the remote bugtracker type.

I don't think that this is something that we need to implement. There are many problems with allowing arbitrary URLs, not least the pain of removing ones that are obviously spam. Moreover, we currently offer the option of "just mark this bug as upstream; I don't have any way to link it at the moment" which I think will sufficiently handle your use case.

Maybe what we should do is to have this become the default option for remote bug URLs whose bug tracker we can't recognise, rather than actually recording any arbitrary URL.
