Bug Description
The Packaging.packaging attribute actually is a PackagingType enum. The attribute should be named Packaging.type or practically anything else that sounds sensible.

We also need to decide if this is still needed. Users cannot use the INCLUDES type because it creates confusion about the upstream origin. libneon really is included in many packages, but is that important?
