Bug Description
It is impossible to get a link to a specific comment _on_ the issue page, because <a name> anchors are absent. There a link to a page with comment alone, but the page most of the time is useless without a context around.
If there were anchors, people could use them by hand. See also bug 124166 about integrated use of anchors in links we generate and a review of the UI around bug comment display, rendering, etc.

I think the duplicate status is wrong. Just add anchors to issue headers and close the issue. This bug doesn't request that these should be visible unlike bug #124166.
