Successful imports should not send email to <email address hidden>

Bug Description

When import is successfully processed in translation import queue, there is no need for it to email <email address hidden> alias.

Currently, we get thousands of (not very useful) emails when there are updated packages for Gnome, KDE and OpenOffice.org.

I know these emails are used for debugging purposes. These tend to clog up email (and mailman if we move to that). Is there a plan to handle these differently to avoid the load?

Mail moved off <email address hidden> and then successful import notifications disabled during 2.2.3.
