Deleted packages not disappearing from PPA list

Bug Description

Bug report from Michael Lustfield:
Also.. In my personal PPA I have tried to delete a package ( lal - 1.1-0ppa2 ) for Karmic. It's marked as being deleted but that line always shows up like it never finished deleting. I tried deleting this many weeks ago and tried more than once. I'm not sure what's going on with this.

Noodles says:
Looking at the code in Archive.getSourcesForDeletion(), when there is no filtering, the method returns only sources that are PENDING or PUBLISHED... OR sources that still have published binaries in the same archive.

To reproduce with a dev server:
1) Access https://launchpad.dev/~cprov/+archive/ppa/+copy-packages and copy pmount 0.1-1 (including binaries) to hoary in the same PPA.
2) Access https://launchpad.dev/~cprov/+archive/ppa/+delete-packages and delete the pmount in hoary that you just created.
